Not to mention they do damn near 30episodes a season, the 3rd season would make 90 episodes
I don't think so...in the comics it was later in Bruce's life/training
and I don't think they gonna mess around with that character after it has been on Arrow and
MAY be in the next Batman solo movie.

Gotham’s ratings have struggled over the course of its third season. Currently, the show is averaging a 1.13 rating in the 18-49 demo and 3.45 million viewers. While not terrible, these numbers do mark a significant drop from season two, which averaged a 1.40 rating in the 18-49 demo and 4.09 million viewers. Does this mean the fans of Gotham are fleeing the city?
Even though it hasn’t been renewed yet, executive producer John Stephens has teased plans for a fourth season of the FOX series, hinting that Harley Quinn may be the central figure:
We’ll be seeing a Killer Croc proto-vision. We’ll also be seeing a character who, maybe not this season, but in time to come, can be seen as a forerunner to Harley Quinn. … We might see [her] in Episode 22. It’s crazy.”
