Which makes me wonder about the voter disenfranchisement rate there.
You don't have to vote.
You can't abstain from voting AND not be organized, tho'.
Seventy percent of the population, 'on code', could make Ferguson get some act right towards the black population whether they voted or not.
But ... lets be honest, organized people generally are going to use the power of the vote, as well. Fourteen percent voter turnout is indicative of an extremely apathetic, fractured black community.

After all of the protests and after all of the media coverage, people don't understand the situation in Ferguson and what goes on in this country as a whole. The mayor of Ferguson is paid $4,200 a year. Its city council members are paid $3,600 per year. Let that sink in! In America where dollars represent importance, what does this tell you?
Ferguson was never created for black folk. Originally, it was a white suburb where its citizens didn't want a lot of government involvement (as most affluent americans tend to feel). As a result you have a shell government that really isn't supposed to do or accomplish anything. As more blacks moved in, white flight happened, tax bases got eroded, unemployment increased, social services decayed and you have the situation that now exists. Do you remember all of the bullshit arrests for traffic violations, etc. The fines for those arrests represented the second largest income source for Ferguson!
Is it sad that only 14% of Ferguson came out to vote? You can have that argument. But you must understand that this is an improvement. In prior elections 6% of the black population voted and 17% of whites voted. Is it ok that they didn't elect a black woman who seemingly wanted to do some good? You can argue that point too. But could she make any real change? No, probably not. The problem in Ferguson is not primarily white elected officials versus black elected officials. The problem has always been firstly and foremost a structural problem. Its local government was created to do little or nothing. The people of Ferguson understand this.

This reminds me of the similar situation with Mike Bloomberg's last re-election. He only that race against Bill Thompson by 1,000 votes.

The fact is the city is majority black and has a white mayor. There is nothing emotional about that fact. So fuckin what if the election is held in March instead of November, last I checked Mike Brown wasn't shot on election day and folk still came out to the protests and flew in from all over the country. Wrote Op-Ed's, made hundreds of TV appearances and started dozens of go fund me accounts, but muthfukas couldn't get the word out the election day was coming up?

Folks voter turn out is the percentage of ELIGIBLE voters. So if the turn out was 14%, 86% stayed their asses at home.
Plus, according to the article:
"What’s worse is that given the disproportionate number of African-American voters in Ferguson, even if everywhite person voted for James Knowles, he still probably got about 40 percent of the black vote in order to win."
So the majority of eligible black voters either stayed home or voted for him.
It's hard to take them seriously after this. But it does explain why the city council, school board, mayor, and police chief were white/majority white when Mike Brown was killed.

Its not just Ferguson, its an epidemic nationwide. The 2nd largest city in the country Los Angeles & many others struggle to get 30-40% of the people to vote. LA just had an 12% turnout for the mayors race last month. After Trump won in Nov you would think people would have been interested in the local process. No.

Turnout in my city was a joke too bruh. 90 thousands registered voters 25% turnout. Niggas always talking shit and not just black folks either. Muthafuckas don't vote! Notice politicians don't fuck with senior citizens like that because they know that demographic votes.
