It has a lot to do with shaming. Otherwise, she wouldn't have said what she said. I don't believe she was talking shit to garner attention nor did she do it to prove her son gets pussy. We will agree to disagree on that part.

Whether the while house is dirty or not, his room or wherever the kids were caught, it was dirty and the young dude probably was not clean.
Besides, a parent should be upset to see their kids having sex. They should say something to the kid(s) when catching them in the act, but I think putting verbal reprimands on YouTube or online isn't the right decision.

If you ever dealt with races outside our race then you would know the power of shaming.. For example my wife is from Trinidad and she has a big family like 9 sisters and they all are married except one who husband died, and non have children out of wed lock all due to the possible shame of being the one odd ball..
You can look at black people to see how shaming works, folks are willing to kill and lose their life just to dress up a certain way due to fear of shame that people may not like the way the look..
The problem is that we don't know how to shame correctly, how can you point a finger and talk shit if you are doing half of that shit yourself..

Personally, I think the mother was within her right to verbally chastise the teens, but her approach and delivery was subpar, IMO.
Lastly, as for cross cultural approaches to shamming tactics, I understand cultural relativity, but I would be careful to assume one culture's way to handle things is the universal end all be all of handling things.

My issue is that I don't like parents who publicly humiliate their kids in front of other people and especially don't like it done through social media outlets.
Whatever her son is doing is a reflection of her rearing. If he is a dusty young dude, them it is probably due to how she raised him. If her crib fucked up, then there is no surprise that his room is fucked up and he is dirty and dusty.

Just my conjecture, but I doubt her son learned shit from this situation. He is going to continue to be dusty just like his mama. As for other cultures, they have their way of doing things, but that doesn't mean it is right. I am no fan of shaming people, especially in public. That isn't how I get down. You may agree with such tactics, which is your right. Baby boy needs to get some man training and move a lil differently. That is how I see it.
