Chip went to Lurie and demanded full control of the team and because he won 10 games his first season, he got what he wanted. Roseman lost power and Chip was given the keys to the franchise. So yes, Chip was fully responsible for those moves.
With that said, this move that Howie made may come back and bite them.

No. He's not. Because all Lurie had to say was NO and there wouldn't have been anything Chip could've done other than either coach the team or quit and never work in the NFL again because he quit.
