The NFL suspended Pittsburgh Steelers linebacker James Harrison one game without pay for his helmet-to-helmet hit Thursday night on Cleveland Brownsquarterback Colt McCoy.

Harrison is expected to miss Monday night's game against the San Francisco 49ers, though he has appealed the suspension, his agent, Bill Parise, told The Associated Press.

Harrison's appeal is scheduled for 2 p.m. ET Wednesday via phone. The appeal will be heard by Ted Cottrell, jointly appointed by the NFL and the players' association to hear such cases.

The odds of a successful appeal are small. Shell declined to reduce the two-game ban given to Detroit Lions nose tackle Ndamukong Suh after Suh stomped on an opponent's arm last month.

Harrison becomes the first player to be suspended for a helmet-to-helmet hit at a time when the NFL commissioner Roger Goodell has attempted to enforce enhanced player safety rules.

While he is suspended, Harrison cannot practice with the Steelers or be at the team's facility or a stadium where they will be playing. He is scheduled to be reinstated Dec. 20.

Harrison had restructured his contract in August, taking his base salary down to $1.25 million. If he misses one game, he will forfeit $73,529.

Steelers coach Mike Tomlin said the team respects the league's decision
while acknowledging Harrison's play was a foul.

"We're disappointed for James because we know how hard he's
worked to play within the rules," Tomlin said. "We accept the
judgment rendered by the league office and we'll move forward."

Harrison's hit on McCoy was his fifth illegal hit against a quarterback in the past three seasons. In addition to the fines he has received for hits on quarterbacks, he also has been fined twice more for unnecessary roughness for other hits during that time period.

Harrison posted a thank-you message to his fans on his Twitter page after the suspension was announced.

"Thank you to all my fans and supporters, I'm just going to move on from here and get ready for my next game," he tweeted.


The 33-year-old Harrison has eight sacks this season despite missing a month with a fractured right orbital bone and dealing with persistent back issues.

He's been quiet this season following a turbulent spring in which he took shots at Goodell, calling the commissioner a "crook" and a "devil."

Harrison later apologized, saying his comments were "inappropriate," though both he and his teammates have been critical of the league's crackdown on what it considers dangerous and overly aggressive play.

On Monday, Harrison remained adamant that he did nothing wrong.

"I don't think a suspension is worthy," Harrison said. "I don't think it's worthy of anything, but that's just my own personal thoughts."

Harrison slammed into McCoy just as the quarterback released the ball, with the helmets of the two players colliding before McCoy tumbled to the ground. He laid on the Heinz Field turf for several moments before slowly making his way to the sideline, though he returned a few plays later to throw a game-deciding interception in the end zone.

McCoy suffered a concussion on the hit.

Harrison received a penalty for roughing the passer on the play and said Monday that should be enough. The All-Pro believes the instant McCoy tucked the ball he became a runner and therefore fair game.

"Well, he took off running with it, and at the last second he, like, chucked and ducked," Harrison said. "So, people can see it."

Cleveland wide receiver Josh Cribbs absorbed a similar blow from Harrison last season, the same game in which Harrison crushed Cleveland's Mohamed Massaquoi, giving Massaquoi a concussion.

The hits led the NFL to take aggressive steps to better protect defenseless players. The new rules frustrated Harrison and also dented his wallet. He was fined $125,000 alone in 2010 for taking what were considered illegal or unnecessary shots.

Though there has been an emphasis to play by the rules, the Steelers have been fined at least 13 times for illegal hits this season. Safety Ryan Clark was fined $40,000 after being flagged for helmet-to-helmet hits in successive weeks.

The Steelers were the only team in the league to vote against the new collective bargaining agreement in August, citing the lack of a proper appeals process regarding fines and suspensions as one of their main concerns.

Tomlin refused to take issue with the fines or the penalties and doesn't believe it will affect the way the NFL's second-ranked defense plays the game.

"I'm not ready to paint with that kind of brush at this juncture," he said. "We've got a job to do."

The new policy was outlined Saturday in a memo from supervisor of officials Mike Pereira, which was obtained by The Associated Press. It followed two fines last weekend for what the officiating department had determined were hits against players in defenseless positions.

One fine was against Washington Redskins safety LaRon Landry, who will forfeit a game check of $16,764 for a helmet-to-helmet hit on New York Jets quarterback Kellen Clemens. The other was against Philadelphia defensive tackle LeJuan Ramsey, who was fined his game check of $21,176 for spearing Dallas' Julius Jones.

Two weeks ago, San Diego cornerback Drayton Florence was fined $15,000 for a helmet-to-helmet hit that gave Houston quarterback Matt Schaub a concussion.

"Officials will be reminded this week to pay strict attention to these rules and disqualify the fouling player if the action is judged to be flagrant," Pereira wrote in the memo sent to the 32 NFL teams. "Actions that involve flagrant helmet to helmet contact are the likely acts that will include disqualification. Our commissioner and this office remain very focused on the safety of our players."

In the memo fining Landry and Ramsey, NFL director of football operations Gene Washington said emphasis would be on hits against players in defenseless positions.

Landry previously was fined $7,500 for two unnecessary roughness violations on Oct. 21 against Arizona. Ramsey was fined $5,000 on Oct. 14 for roughing the passer against the Jets.

After Florence was fined, the Texans complained that the punishment wasn't severe enough.

"We are disappointed in the sense that we have lost our starting quarterback for at least one game after the player took the crown of his helmet and delivered an illegal blow to Matt's jaw and the fine levied is only a small fraction of the player's weekly pay," general manager Rick Smith said.

"Is that equitable? The punishment doesn't appear to fit the crime when all factors are considered."

Acting like a bitch or not, he's not getting suspended with no prior history. They only suspend players who have a prior history. You get fined first. Then they have to prove your intent was to injure someone. Look how many times Suh has avoided suspension or even fines.
 
Josh Norman: Odell Beckham Jr. should have been tossed
EAST RUTHERFORD, N.J. -- Carolina Panthers cornerback Josh Norman saysNew York Giants receiver Odell Beckham should have been ejected for the shots he took at the cornerback in Sunday's game at MetLife Stadium.

Calling Beckham a "ballerina," Norman particularly was incensed that the Giants star took a deliberate shot to his helmet in the second half. Norman hopes the league steps in and punishes Beckham.

"The guy ran 15 yards down the field, dead on collision,'' Norman said after Carolina ran its record to 14-0 with a 38-35 victory. "The play was all the way to the left side. He came back and was hunting, and it was just like malicious in every way.

    Odell Beckham Jr. spent most of the day tangled up with Josh Norman and other Panthers defenders, throwing punches, drawing three personal fouls and basically being shut down. Beckham redeemed himself a bit with a game-tying touchdown in the final two minutes -- but as has happened all year, the Giants' opponent had more than enough time to go downfield and score the winning points.


In the marquee individual matchup of the game, Beckham and Norman went at it almost from the start of the game. Both players repeatedly got into it, shoving and wrestling with each other. Beckham was flagged for three unnecessary roughness penalties, twice on the same drive in the third quarter. Norman also drew an unnecessary roughness penalty on the same drive.

At one point, as Norman said, Beckham charged at the cornerback and launched himself into Norman with a helmet to helmet hit after a play was already over.

Norman said he's never seen that type of personality out of Beckham.

"It was ridiculous,'' Norman said. "I think it was personal. He was trying to come at me. I didn't take nothing personal. I just went out and did my job.''

Norman said it the style of play was out of character for Beckham.

"You know you don't train like that. That's not you. That's not who you are," Norman said.

"You're going to be Michael Jackson and go around and dancing and playing and a lot of other stuff and not be a football player and not train the way you're supposed to train," Norman said. "It goes to show. I hope I pulled that mask off, I pulled back the face of what that dude really is. You want to play football, play football. Don't come out here and do all that extra stuff."

Coach Tom Coughlin said Beckham lost his composure before regaining it later in the game and that he had spoken to the receiver before the game about this very issue.

"We had discussed prior to the game going in what the expectation would be and he thought that that was all behind him," Coughlin said. "But he did lose his composure. ... I'll talk to him about it and I'm not going to discuss anymore. Whatever we have to discuss, we will discuss in private."

Beckham beat Norman on one play early but dropped what would have been a touchdown pass off his hands. He was held without a catch in the first half.

When things appeared to hit a boiling point with Beckham and Norman in the third quarter, Coughlin said he did strongly consider taking the receiver out to avoid any harm, especially with the Giants trailing by as much as 35-7.

"I wanted him to play the game," Coughlin said. "He had to learn. He's gotta learn at some point how to deal with some things on the field."

Beckham would regain his composure to finish with six catches for 76 yards and a touchdown that tied the game at 35-35 with 1:46 remaining in regulation.

For the most part, Beckham would only say that it was "unfortunate" the Giants lost when he was asked about Norman or if he lost his cool after the game.

The receiver did repeatedly credit the Panthers and took blame for dropping an early touchdown pass. He also regretted his three penalties but added that the officials usually flag the player who retaliates in most cases and that the game would still end up at "35-35 in the fourth quarter" despite the penalties.

"You never want to hurt your team like that and I have learned throughout my life, always second man gets caught," Beckham said. "It is just unfortunate."

When asked if he is concerned about facing further punishment from the league for his helmet-to-helmet incident -- especially with so much attention surrounding head injuries -- Beckham said, "Not really."

"You go look at the film, I caught a slant and the man is diving across my face," Beckham said. "This is a tough game." Norman was asked if Beckham is a young player who needs to mature a bit. "You going to get out here and you're going to dance around and prance around like you're a ballerina, that goes to show you," Norman said. "When you cut back layers, you see. Everybody saw that live on national TV. There's nothing that I can show that he hasn't already been exposed.

"The maturity level on him is just as a little kid. I think he needs to grow. I tried to do my best to respect people."
