New York Congressman Who Got Vaccine Diagnosed With Covid

Democratic Representative Adriano Espaillat of New York said he tested positive for Covid-19 after receiving the second dose of a vaccine, and is isolating at home.

“I received the second dose of the #COVID19vaccine last week and understand the affects take time,” Espaillat said on Twitter Thursday. “I have continued to be tested regularly, wear my mask and follow the recommended guidelines.”




Espaillat tested positive on Wednesday evening and is “feeling well and currently not experiencing any symptoms,” he said in an emailed statement. The lawmaker, whose 13th Congressional District includes Harlem, Washington Heights and northwest Bronx, said he received the first dose of the vaccine made by Pfizer Inc. and BioNTech SE last month. The other inoculation approved by the U.S. is made by Moderna Inc.

The Pfizer shot was made available to members of Congress last month and some, including Republican Representative Kay Granger of Texas, were diagnosed with Covid after getting the first of the two-dose regimen. Studies show the vaccines are fully effective at one to two weeks after the second dose, depending on the vaccine. While they prevent disease, it is not clear whether they prevent asymptomatic infection.

Espaillat -- who spoke on the House floor Wednesday and voted to impeach President Donald Trump -- said he’s been tested regularly including over the last two days as he’s traveled from New York to Washington.

Several House Democrats were diagnosed with Covid after they had to take shelter during last week’s attack on the Capitol. They have rebuked their Republican colleagues for not wearing masks and introduced rules to enforce face coverings.

C.D.C. Warns the New Virus Variant Could Fuel Huge Spikes in Covid Cases
The more contagious version, first identified in Britain, is expected to spread widely and lead to further strains on an already overburdened health care system.

Federal health officials warned on Friday that a far more contagious variant of the coronavirus first identified in Britain could become the dominant source of infection in the United States by March, and would likely lead to a wrenching surge in cases and deaths that would further burden overwhelmed hospitals.

This dire forecast from the Centers for Disease Control and Prevention made plain what has been suspected for weeks now: The nation is in an urgent race to vaccinate as many Americans as possible before the variant spreads across the country.

Public health officials emphasized that protective measures already in place should work against the new variant, and urged Americans to redouble their vigilance in wearing face masks, in maintaining physical distance outside their households, washing hands frequently and limiting social interactions and indoor gatherings.
The variant is not known to be more deadly or to cause more severe disease. But the worrisome warning — hedged by limited data about just how prevalent the variant has become — landed at the end of a week when the nation’s nascent vaccination campaign appeared to be scattershot and still disappointingly elusive for most Americans. It was hampered by confusion over eligibility for people beyond frontline health workers, miscommunication over increasingly limited supplies as demand grew and by bungled rollouts from state to state.

The images of elderly Americans standing or sitting for hours in long lines, anxious for their shots while some were turned away, became emblematic of a patchwork approach that belied the promises of protection for the most vulnerable.

The C.D.C.’s projections could also prove extremely troubling for hospitals and nursing homes, many of which are already operating at or near capacity. Medical centers and nursing homes have faced increasing rates of infection among their staffs, causing shortages and leading to increased patient loads that have at times jeopardized patient care.
“I want to stress that we are deeply concerned that this strain is more transmissible and can accelerate outbreaks in the U.S. in the coming weeks,” said Dr. Jay Butler, deputy director for infectious diseases at the C.D.C. “We’re sounding the alarm and urging people to realize the pandemic is not over and in no way is it time to throw in the towel.”
“We know what works and we know what to do,” he said.
The agency’s study lends urgency to the plan announced by President-elect Joseph R. Biden Jr., who is proposing to spend more than than $400 billion to combat the pandemic and accelerate vaccine distribution. It is part of his larger $1.9 trillion economic package aimed at offering financial aid and relief to local governments facing shortfalls and to individuals, and businesses that sustained losses during the nearly yearlong crisis.
“The more people we vaccinate and the faster we do it, the sooner we can put this pandemic behind us and the sooner we can build our economy back better and get back to our lives and our loved ones,” Mr. Biden said on Friday as he announced a five-point vaccination plan.

A bulletin released by the agency — which used highway emergency sign imagery to warn of rising cases, strained hospitals and new more contagious variants — conveyed the sense of urgency. “More spread, more cases, more deaths,” it warned.
Covid cases and deaths have broken record after record across the country, with a peak number of deaths, 4,400, announced on Tuesday. At least 3,973 new deaths and 238,390 new cases were reported on Thursday, and the nation is nearing a milestone of 400,000 deaths.
One in 860 Americans have died of Covid in the last year, according to new figures released by the C.D.C. The new variant could further exacerbate health disparities among communities of color, some experts warned.

“I see the new strain as a threat multiplied. Take everything we know about the risk of this virus and just multiply it substantially,” said Dr. Ashish K. Jha, dean of Brown University’s School of Public Health. He expressed concern that the vaccines were not reaching vulnerable communities and called for locating immunization sites in communities of color and using public health messages to alleviate vaccine hesitancy. He also proposed vaccinating all people over the age of 55 after health care workers and those in long-term care facilities are inoculated.

The new variant, called B.1.1.7, was first identified in Britain, where it rapidly became the primary source of infections, accounting for more than 80 percent of new cases diagnosed in London and at least a quarter of cases elsewhere in the country.

It has since been detected in at least 50 countries, including the United States and Canada, according to the World Health Organization. In the United States, it accounts for less than 0.5 percent of cases, based on analysis of a limited number of samples.
Other variants circulating in South Africa and Brazil are also considered more contagious, but have not yet been identified in the United States. Japanese authorities said this month that they had detected one of the variants in four passengers arriving from Brazil.
The C.D.C. had announced earlier that starting Jan. 26, all airline passengers arriving in the United States, regardless of vaccination status, would be required to show proof of a negative result from a test for the coronavirus or of recovery from Covid.

Biden to deploy FEMA, National Guard as part of national vaccination plan
Biden has said that his goal is for 100 million doses of Covid-19 vaccines to be administered within the first 100 days of his presidency.

President-elect Joe Biden on Friday said he would deploy the Federal Emergency Management Agency and the National Guard to help set up vaccine clinics across the U.S. as part of an ambitious plan to get shots to millions of Americans.

Reminding the public that help is soon on the way in a speech from Wilmington, Delaware, Biden outlined a five-part plan to turn “frustration to motivation” that will get the U.S. out of the pandemic.


Under the plan, the White House would enlist the support of FEMA and the National Guard to set up thousands of community vaccination sites to help states vaccinate more people. To support states, Biden said the federal government would fully reimburse states for their use of the National Guard.

Also, under the plan, Biden would also jump-start efforts to make vaccinations available in all pharmacies across the country and would launch mobile vaccination clinics designed to specifically reach underserved urban and rural areas.

"As we build them, we will make sure it’s done equitably. We’ll make sure there are vaccination centers in communities hit hardest by the pandemic, in Black and Latino communities, and rural communities as well," he said Friday.

The plan would also launch new ways of getting shots to high-risk people, like homeless people, incarcerated people and residents of institutions that serve developmentally and intellectually disabled people.

In addition, Biden vowed to use the Defense Production Act to help ramp up the supply of various vaccines.

“We didn’t get into all of this overnight, we won't get out of it overnight either,” Biden said while unveiling the plan. "But we will get through it."

"I am convinced we can get it done. And this is the time to set big goals and to pursue them with courage and conviction because the health of the nation is at stake," he added.

Biden has said that his goal is for 100 million doses of Covid-19 vaccines to be administered within the first 100 days of his presidency, which would be the end of April.

Biden's plan also proposes mobilizing more medical staff to help administer vaccines, including retired healthcare workers.

Biden's plan, while relying in part on federal resources, ultimately gives more power to states to accelerate their vaccine disbursement as quickly as they can.

"We’ll fix the problem by encouraging states to allow more people to get vaccinated beyond health care workers and move through these groups as quickly as states think they can. That includes anyone 65 and older," Biden said Friday.

Health experts and government officials at the state and local levels have said that the Trump administration bungled the distribution of the vaccines — Biden said Friday that "the vaccine rollout in the United States has been a dismal failure so far" — and never had a strategy. As of Thursday, more than 30 million vaccination doses distributed nationwide, but just over 11 million people had received their first doses, according to the Centers for Disease Control and Prevention.

Over the last week, Trump administration officials finally began giving Biden's team access to critical Covid-19 vaccination data. After weeks of requesting to attend Operation Warp Speed vaccine briefings, last week, Trump officials finally allowed Biden's representatives to attend, according to a person familiar with the plans. And as of Thursday, the Biden transition team has not yet obtained access to the Defense Department’s vaccination plans for the military, the source said.

The death toll from the pandemic and case count continues to climb. For several days in a row this week, it exceeded 4,000 deaths. According to NBC News' Covid-19 data tracker, over 390,000 people have died from the disease and there have been more than 23 million cases.

Later in his speech, Biden blasted House Republicans for failing to wear a mask during the Capitol insurrection, resulting in four Democrats testing positive.

“What the hell is the matter with them? It's time to grow up,” he said. “For God's sake, wear a mask if not for yourself, for your loved ones, for your country.”

Meanwhile, security concerns have postponed a dress rehearsal for his inauguration on Wednesday.

The inaugural rehearsal that was scheduled for Sunday has now been postponed until Monday because of those concerns, according to two sources familiar with the matter. Politico first reported the postponement.

Asked by reporters in Wilmington as he walked off the stage following his vaccine plan remarks, if he felt safe for Wednesday's inauguration based on the intelligence he'd seen, Biden replied, "yes."

Biden also said that he and Jill Biden are ready for inauguration. The president-elect said his team has also been in touch with the Senate parliamentarian as he pushes for his nominees and agenda to be confirmed while the chamber is likely to pursue a Trump impeachment trial.

There has been discussion about moving the event inside, but a source said Biden would prefer it stay outdoors.

“I have a lot of confidence, a great deal of confidence, in the ability of the Secret Service and the other assets supporting them to make this inauguration a safe one,” incoming White House chief of staff Ron Klain said during an interview with the Washington Post.

  • In a primetime speech Thursday, Biden laid out a $1.9 trillion relief package that he wants Congress to quickly pass to help people who are struggling from the coronavirus pandemic. The plan would provide $1,400 direct payments and include an extra $400 per week for people who are unemployed. It would also raise the minimum wage to $15 an hour.
  • Biden will appoint lawyer David Cohen as deputy director of the CIA, a transition team official told NBC News. Cohen previously served in the role for two years in the Obama administration and unlike the position of CIA director, this job doesn't require Senate confirmation so he can start immediately.
  • A spokeswoman for the Capitol Police told NBC News Friday that complaints by Democrats that some Republican members of Congress led people through the Capitol on a "reconnaissance" tour of the building a day before the riot last week "is under investigation."
  • The committee overseeing Biden’s inaugural announced Friday morning several more speakers and performers for the primetime special that is expected to air between 8:30 p.m. and 10:30 p.m. ET on Wednesday. "Eva Longoria and Kerry Washington will introduce segments throughout the night ranging from stories of young people making a difference in their communities to musical performances. Foo Fighters, John Legend and Bruce Springsteen will perform from iconic locations across the country, joining Demi Lovato, Justin Timberlake, Ant Clemons, and Jon Bon Jovi with additional performances to be announced ahead of January 20," the committee said.

Although the Pfizer and Moderna vaccines are about 95% effective at preventing people from getting COVID-19 symptoms, “there’s not enough evidence yet on whether the vaccines also prevent asymptomatic infection and transmission,” according to the The Wall Street Journal.

- Speaking on Fox News, US Senator Rand Paul said vaccinated people could “throw away their masks,” a statement that health experts dispute and say is dangerous.

- Experts say it’s possible that “some vaccinated people get infected without developing symptoms, and could then silently transmit the virus — especially if they come in close contact with others or stop wearing masks,” The New York Times reports.

He and Vice President-elect Kamala Harris will lead a national memorial for the dead of COVID on Tuesday night from Washington D.C., where he and Jill Biden will arrive earlier in the day.

And he will make use of the lack of traditional greeting at the White House from the outgoing president on the morning of the inauguration to go to church before his swearing-in.

Then on Thursday he will attend a prayer service at Washington National Cathedral which is expected to be dedicated to those who have died of COVID, a number fast approaching 400,000 Americans.

With the traditions of inauguration upended by a combination of Trump's refusal to meet Biden at the White House, massive security in the wake of the MAGA riots, and Biden's insistence that the event be COVID safe, his team have carved out a new version which they hope will help take the focus off the outgoing president.
