Chester police fatally shoot 28-year-old Ariane McCree while handcuffed, claims he pointed firearm first at officer who appears to plant gun on his dead body

CHESTER, SOUTH CAROLINA -- Newly released body cam footage shows a Chester police officer fatally shooting a handcuffed African American man, inside a Wal-Mart parking lot on Nov. 28, 2019.
Due to the audio being edited out, the shots from the officer’s handgun cannot be heard. However it appears that he fires five to 10 shots at the man from a distance, killing him.
The officer approached the lifeless body of 28-year-old Ariane McCree and at that point a silver and Black firearm comes into camera view near between McCree’s legs with the officer’s left white hand on it. It’s appears the officer is planting a gun on his dead body.
According to a March statement from South Carolina Attorney General Alan Wilson, a woman witness yelled out that McCree had a gun during a foot pursuit. The officer said McCree pointed the gun at the him first before firing several shots, despite that fact he was handcuffed behind his back.

Here's what happened according to the Attorney General's website:
The statement claims that a Walmart cashier told investigators McCree scanned an item earlier on Nov. 23 and walked out without paying for it saying “put it on my tab.” He returned to the store later that morning and was detained for shoplifting by Chester police, who were working as off-duty security.
They handcuffed McCree behind his back and took him to the loss prevention office where they searched him and found a pocketknife and loose cash. That’s when they say McCree bumped into the officer, “opened the door” and and fled on foot while handcuffed.
During the chase, the statement further claims that McCree head butted one of the two pursuing officers before running away again. Two customers in the parking lot also claimed they saw McCree "enter a black car and exit with a firearm in his hand while still handcuffed."
They caught up with McCree and fatally shot him “in fear of his life and the lives of pedestrians in the parking lot.”
Although police say the police and witness statements corroborates the officer’s statements, there is no Walmart video surveillance footage of the shooting encounter between the officer and McCree in the parking lot.
“It is clear from both officer and witness statements that McCree pointed his gun at the officers while handcuffed and that the officers then responded by firing their weapons at him. Because the officers acted in self-defense and defense of others present at the scene, the Attorney General’s Office has declined to prosecute the officers,” the statement concluded.
