A pond ain't nothing but a hole in the ground and concrete not really expensive if you know how to do it. The most expensive things are the koi themselves and whatever water flow/filtration/cleaning systems he has in place.

Snakes were feeding on his fish as too were birds. Snakes are everywhere most of us have no idea how plentiful they can be. I was raking my yard and started placing pine straw around my tree stumps. Lady next door came over and said STOP! She wasn't even nice about it.
She had done the same thing in her yard. She told me her brother told her to get the hoe. She slammed the hoe into the straw and 2 water moccasins came out. Needless to say she didn't need to tell me twice. I dumped that straw into the nearby ditch.
An forget about using lime and or cayenne pepper. The Mythbusters blew away that theory long ago. Wolf scent might work but you need to reapply it.
