To my understanding the GOP were trying to amend the 14th amendment to make it impossible for a non citizen to have a child in the US and that child be an American citizen. Overturning the bill is news to me.

Your OP had two basic components, both of which are legal impossibilities.
1) Repubs can overturn an amendment= See Youngmoney08's post
2) Citizenship can be revoked= Not unless you renounce it or were found to gain citizenship through fraud (in short)
