Paper Genocide: Since the beginnings of the African slave trade in America many Native persons unfortunately, to the detriment of Native Heritage, were being listed as Black, Mulatto, Negro or just lumped together as “Colored” which did not allow for a distinction between us and Africans on paper.

In the slavery days being listed as negro was done to our Native people in order for white slave owners to keep an ample supply of enslaved Africans. Many blood Natives have lost a God given blood Heritage due to slavery in Southern states in which approximately 50,000 or more full blood Native men, women, and children alike, were forced by white slave owners to take part in slavery, and with that travesty of race reclassification starting from the first census ever taken in America, Natives were falsely listed on all census records as (Negro), Mustee, Black, Mulatto, or Colored, and sometimes even White.This was an intentional reclassification which was passed down from generation to generation to the present, even presently entered on many Natives vital records as in birth certificates, and social security data.
Walter Plecker of Virginia’s Vital Records began a paper genocide trend that quickly spread thru out the 50 states and continues to this day.
“Plecker was a member of the Eugenics movement, and Plecker had an agenda targeted at “Indians”, mixed race individuals and Blacks in the State of Virginia. Plecker intentionally attempted to eliminate any evidence of any “Indians” in the State of Virginia, in order to purify the “white race”. Plecker modified birth records in the State of Virginia, I learned that in some cases Plecker actually ordered any documentation record on any individual that indicated “Indian” destroyed, as well, Plecker threatened midwives that indicated “Indian” as the race on the birth certificate.
“Walter Ashby Plecker was the first registrar of Virginia’s Bureau of Vital Statistics, which records births, marriages and deaths. He accepted the job in 1912. For the next 34 years, he led the effort to purify the white race in Virginia by forcing “Indians” and other nonwhites to classify themselves as blacks. It amounted to bureaucratic genocide.”
“With the stroke of a pen, Plecker could write an individual into “Negro” status–and legal and social oblivion. Plecker was only too willing to exercise that power, thus making him a figure of dread to Indians in general, but particularly to the Powhatan remnants in Rockbridge and Amherst counties, until his retirement and subsequent death in 1946.”

I have not read this yet but correct me if I am wrong. Indians had slaves. And to give whites certain privileges without giving them to blacks they would give it to Indians and have whites poise as Indians. Tupac was right our crescent is cotton. But our ancestors were considered animals used to build family foundations that some of us go to school to learn how to work for. Them trying to put in their minds that we were animals remind me of the so called ufo's and the constant vision of them being creatures. In the past they try to make it seem as though anything thing about more advanced cultures such as the builders of the pyramids were of some other race than blacks. But always wanting to show us as starting out primitive in jungles. The brainwashing is powerful because that is all we have to go by. They have hid and destroyed so much of what actually happened. I just read some of this. Exactly how many blacks were here on this land before the Indians? An Act to Preserve Racial Integrity

1. Be it enacted by the General Assembly of Virginia, That the State Registrar of Vital Statistics may as soon as practicable after the taking effect of this act, prepare a form whereon the racial composition of any individual, as Caucasian, negro, Mongolian, American Indian, Asiatic Indian, Malay, or any mixture thereof, or any other non-Caucasic strains, and if there be any mixture, then the racial composition of the parents and other ancestors, in so far as ascertainable, so as to show in what generation such mixture occurred, may be certified by such individual, which form shall be known as a registration certificate. The State Registrar may supply to each local registrar a sufficient number of such forms for the purpose of this act; each local registrar may personally or by deputy, as soon as possible after receiving said forms, have made thereon in duplicate a certificate of the racial composition as aforesaid, of each person resident in his district, who so desires, born before June fourteenth, nineteen hundred and twelve, which certificate shall be made over the signature of said person, or in the case of children under fourteen years of age, over the signature of a parent, guardian, or other person standing in loco parentis. One of said certificates for each person thus registering in every district shall be forwarded to the State Registrar for his files; the other shall be kept on file by the local registrar.

Every local registrar may, as soon as practicable, have such registration certificate made by or for each person in his district who so desires, born before June fourteen, nineteen hundred and twelve, for whom he has not on file a registration certificate, or a birth certificate.

2. It shall be a felony for any person wilfully or knowingly to make a registration certificate false as to color or race. The wilful making of a false registration or birth certificate shall be punished by confinement in the penitentiary for one year.

3. For each registration certificate properly made and returned to the State Registrar, the local registrar returning the same shall be entitled to a fee of twenty-five cents, to be paid by the registrant. Application for registration and for transcript may be made direct to the State Registrar, who may retain the fee for expenses of his office.

4. No marriage license shall be granted until the clerk or deputy clerk has reasonable assurance that the statements as to color of both man and woman are correct.

If there is reasonable cause to disbelieve that applicants are of pure white race, when that fact is stated, the clerk or deputy clerk shall withhold the granting of the license until satisfactory proof is produced that both applicants are "white persons" as provided for in this act.

The clerk or deputy clerk shall use the same care to assure himself that both applicants are colored, when that fact is claimed.

5. It shall hereafter be unlawful for any white person in this State to marry any save a white person, or a person with no other admixture of blood than white and American Indian. For the purpose of this act, the term "white person" shall apply only to the person who has no trace whatsoever of any blood other than Caucasian; but persons who have one-sixteenth or less of the blood of the American Indian and have no other non-Caucasic blood shall be deemed to be white persons. All laws heretofore passed and now in effect regarding the intermarriage of white and colored persons shall apply to marriages prohibited by this act.

6. For carrying out the purposes of this act and to provide the necessary clerical assistance, postage and other expenses of the State Registrar of Vital Statistics, twenty per cent of the fees received by local registrars under this act shall be paid to the State Bureau of Vital Statistics, which may be expended by the said bureau for the purposes of this act.

7. All acts or parts of acts inconsistent with this act are, to the extent of such inconsistency, hereby repealed.



Appendix (excerpt)

Alexander Francis Chamberlain, A.M., Ph.D., Assistant Professor of Anthropology, Clark University...says: "In some regions considerable intermixture between negroes and Indians (Science, New York, Vol. XVII, 1891 pp. 85-90), has occurred, e.g., among the Pamunkeys, Mattoponies, and some other small Virginia and Carolinian tribes." "It is also thought probable that many of the negroes of the whole lower Atlantic coast and Gulf region may have strains of Indian blood." In Days Gone By They were Isolated, Being Too Proud to Associate with Negros and Denied Social Intercourse with Whites—How They First Heard the Gospel



It is to be regretted that so little is known and so little has been published by the present generation of the history of each county in our state, so full as they are of historic interest and so replete with facts in regard to their agricultural and mineral wealth.

The failure many years ago by the Legislature of Virginia to purchase from Prof. W. B. Rodgers, then of the University of Virginia, his Geological Report of the State, put us nearly a half a century in the rear, while adjoining states saw the importance of such as move and availed themselves in time of the opportunity to reap the results of prompt action. If the same effort had been made by historical societies, or other organizations after the Revolutionary war, that is now being made to get a correct history of the Confederate war, the effort would have brought out facts about our ancestors that would challenge the admiration of all who feel an interest in Virginia history. One instance may serve to illustrate my view of the subject in regard to important facts that still remain unpublished about prominent actors in the Revolutionary war.

Major Thomas Massle, of Nelson County, a distinguished soldier on the staff of General Washington, was the bearer of the order from Gen. Washington to then Gen. Charles Lee to attack the British at the battle of Monmouth Courthouse, and failure, at a certain time in the day, to execute the order, led to his court-martial, and the cloud which subsequently rested on his life. The writers of the life of Gen. Lee, I think, have generally denied that he received such an order, but in 1832, about a year before his death, Major Massie wrote out a certificate (now in the possession of his family) stating that he delivered in person the order from Washington and was a witness at the court-martial. Until last summer, this fact has never been referred to in any publication.

The recent notices of the book of Mr. Philip Alexander Bruce, of Richmond, “The Economic History of Virginia,” has more than ever convinced me of the importance of such work being done now, when it can be done, and that some one should be found with county and state [knowledge?] enough to furnish facts to aid in the continuance of such work for every portion of Virginia.

CHEROKEE INDIANS

In this county it is not generally known that we have had a settlement of Cherokee Indians for many years. A few, and a very few, of the oldest remain to tell the story and the younger portion who know it only as a tradition, are passing from observation by the mingling of races, one of the results of the great upheaval produced by the war.

In that portion of the foothills of the Blue Ridge mountains in Amherst County, known as the Tobacco Row mountain, Bear mountain, Stinnett’s and Paul’s mountains, from five to eight miles south of the courthouse, a race of people exists today claiming to be Cherokee Indians, and not without satisfactory proof. The older part were typical Indians, of a rich copper color, high cheek bones, long, strait black hair, tall and erect [of?] form, stolid and not emotional like the African, but of as manly bearing as come of Buffalo Bill’s best specimens. The original settlers came to the county at an early period. William Evans, a Cherokee Indian first resided, about the time of the Revolutionary war, on Buffalo river, in Amherst County. His daughter Mollie Evans married one, William Johns, son of Mallory Johns, an Indian, sometimes called a Portuguese, who lived to an advance age, said to be 114 years, and died at the house of his grandson William B. Johns, in the “Indian Settlement,” as it was called, and by which it was known when I first knew them. There exists a tradition to this day, amongst these Indians that Mallory Johns, William Evans, and John Redcross, all came from the south, and it may be that they belonged to the Cherokee of North Carolina, who found their way here in the visits of the Indians then made on foot along the air line from North Carolina, to Washington to see the Great Father as they do now on the railroad, and that either in going or returning they stopped by the way and took up their abode here. Beyond the tradition I know nothing reliable, but my theory as to why they were here is doubtless the correct explanation.

AN INTERESTING HISTORY.

About the year 1825 William Johns purchased of Landon Cabell, 500 acres of land on Bear mountain, and on this tract, known as the “Johns settlement” he built an humble dwelling in a little cove making out from the east side of Bear mountain, not far from where Mr. John Hamilton now lives a short mile west of Berkley M. E. church, South, which is on the road leading from Amherst Courthouse to Pedlar Mills. Here he lived and died “a worthy and peaceable citizen” following farming as a business and raised a large family of sons and daughters—dying about 1855. Some of his descendents moved to Ohio and West Virginia, but 258, by a count recently made for me, remain in Amherst at this day. They are engaged in farming in a small way, or working on shares with the owners of adjoining lands. One of his sons, Tarlton Johns, married Eliza Redcross, a daughter of John Redcross, a well known Cherokee Indian, and by Billy Evans, Mallory Johns, William Johns, and John Redcross, this colony was started. Two of them, Wm. Johns and John Redcross, were known to the writer, who in early life held an office that brought him in contact with all classes of citizens. John Redcross died about 1861, at the house of Tarlton Johns, on the summit of Bear mountain. Previous to the late war, these people were isolated and practically shut out from contact and intercourse with the outside world, owing to the fact that their color precluded intercourse with the whites, who were the land and slave owners, and they on the other hand held themselves above the slaves. In this way, there seemed to be no place for them, and no provision in the law for such as race as to schools as there is now, and to some extent, they were cut off from church privileges. The state law forbid the assembling of colored people unless specially permitted by the county court, and under control of the whites, who had to be present. Indignantly rejecting the idea that they had African blood and scorning the term of “free *******,” but earnestly to this day claiming to be pure Indians, they could not enter the white churches and distained to worship with the slaves. They became for the time, as they really were, a separate and distinct race and colony, and remained so until a few years before the late war. It is greatly to their credit that under such peculiar circumstances they did not become a settlement of thieves and murderers and their colony a hiding place for fugitives from justice. Shut out and hidden in the little coves of Bear mountain, where hunting and fishing, gambling and drinking amongst the [“bucks”?] was the Sabbath amusement, without schools and a gospel, and where “no Sabbath’s heavenly light” ever came for 25 years, could anything else have been expected but heathenism? Strange as it may seem it was not the case, but a new era was about to dawn on them, for in the year [1858?], the late Judge Samuel H. Henry, and Col. Thomas Whitehead, one a lay preacher in the Baptist Church and the other a class leader in the Methodist Church, South, determined to obtain from the county court of Amherst permission to use the courthouse on Sunday afternoons for preaching of the slaves, and using for that purpose one Addison Washington, an eloquent negro preacher, a slave, a born orator, gifted in prayer. They commenced religious services and had large and successful meetings, which soon were noised about in the county. During this period one day these evangelists, Henry and Whitehead, of whom it was sometimes said by narrow minded people of that day were moving ahead of the times in which they lived, received a message from the Indian settlement from an old woman saying she lived there and had three children living in the colony; that she was old and that her life was coming to a close; that she had not heard the gospel preached nor hymns sung for 25 years; she had been a member of the Methodist Church at Rocky Seats (now Smyrna) from 1830 to 1835; that the white people had asserted that her people, the Indians, were “free *******” and must sit with the slaves in seats provided for them. That this move offended the Indians, who left, vowing they would never enter a church again, but she felt a great desire to hear the gospel preached once more, and begged that singing and prayer be had at her house.



HEARD THE GOSPEL

They complied with her request and appointed a day for preaching. A few days after this her son returned and said that they had built an arbor with seats and a stand for preaching in the Indian reserve. He stated that many of them had never heard prayer, a hymn, or the scriptures read, because they were steadfastly kept the views their fathers had made. These men preached according to their promise, carried on their meetings, had revival services, buried the dead, and established a joint church in which Henry procured a Baptist minister to immerse those who preferred that mode, and Whitehead brought the Methodist minister to those who preferred the Methodist Church. And thus it continued until the war carried the evangelists into the Confederate army. Soon after the war, the Northern Methodist Church sent to them one E. W. Pearce, a preacher, who remained with them for one year, and after he left the Rev. W. C. Clements of the Northern Methodist Church came and remained three years, collecting a congregation and starting the building of a church, but his death from heart disease put an end to his labors. In the last two years, the Rev. J. W. Johnson, of the Baptist Church, a colporter, has preached to them and in his work has been assisted by Mr. S. H. Walkup, an elder in the Presbyterian Church, and the teacher of the public school for them. It is evident that much good is being done by these gentlemen. Her is today an opportunity for the Indian school at Hampton, to accomplish great good amongst the 258 descendants of these original Indian settlers. There are a number of bright youths amongst them, who would gladly welcome the chance to get an education at the Hampton school and who would, in a few years return home to lift their people to a higher plane of moral and religious life. Let this good work begin at once and let this neglect and the errors of the past that were born of prejudice against these sons of the forest be wiped out and forgotten.

SURVIVOR 97 YEARS OLD

One of the sons of William Johns, Charles Johns, was a soldier in the war of 1812, and during the late war, many of their young men were drafted and carried to Petersburg and Richmond to work on the Confederate fortifications. From another son of William Johns, Wm. B. Johns, born 19th February, 1799, now living on the farm of Mr. Adolphus Coleman, I have been enabled to get much information about their history and to verify much that I had already heard about them. On a recent visit to him, while I noted down his answers to my questions in my memorandum book, I glanced at this man of ninety-seven years and as he stood before me with his well-defined Indian color and features erect in form, with his white locks hanging down to his shoulders, a vulnerable relic of the past, standing on the threshold of the 20th century, a representative of a race soon to be “numbered with the things that were,” I was forcibly reminded of Campbell’s “Last Man:”

“I saw a vision in my sleep

That gave my spirit strength to sweep

Adown the gulf of time.

I saw the last of human mould

That shall creation’s death behold

As Adam saw her prime.”

Lacy Branham Hearl closes her eyes and travels eight decades back to what began as a sweet childhood.

There was family everywhere: her parents, five siblings, nine sets of adoring aunts and uncles and more cousins than she could count. They all lived in a Monacan Indian settlement near Amherst, their threadbare homes circling apple orchards at the foot of Tobacco Row Mountain.

As Hearl grew, however, she sensed the adults were engulfed in deepening despair. When she was 12, an uncle gathered his family and left Virginia, never to see her again. Other relatives scattered in rapid succession, some muttering the name “Plecker.”

Soon, only Hearl’s immediate family remained. Then the orchards began to close because there were not enough workers and the townspeople turned their backs and all that was left was prejudice and plight and Plecker.

Hearl shakes her head sadly.

“I thought Plecker was a devil,” she says. “Still do.”

Walter Ashby Plecker was the first registrar of Virginia’s Bureau of Vital Statistics, which records births, marriages and deaths. He accepted the job in 1912. For the next 34 years, he led the effort to purify the white race in Virginia by forcing Indians and other nonwhites to classify themselves as blacks. It amounted to bureaucratic genocide.

He worked with a vengeance.

Plecker was a white supremacist and a zealous advocate of eugenics – a now discredited movement to preserve the integrity of white blood by preventing interracial breeding. “Unless this can be done,” he once wrote, “we have little to hope for, but may expect in the future decline or complete destruction of our civilization.”

Plecker’s icy efficiency as racial gatekeeper drew international attention, including that of Nazi Germany. In 1943, he boasted: “Hitler’s genealogical study of the Jews is not more complete.”

Plecker retired in 1946 at the age of 85 and died the following year. The damage lives on.

From the grave, Plecker is frustrating the efforts of Virginia tribes to win federal recognition and a trove of accompanying grants for housing, health care and education. One of the requirements is that the tribes prove their continuous existence since 1900. Plecker, by purging Indians as a race, has made that nearly impossible. Six Virginia tribes are seeking the permission of Congress to bypass the requirement.

“It never seems to end with this guy,” said Kenneth Adams, chief of the Upper Mattaponi. “You wonder how anyone could be so consumed with hate.”

It’s likely that Plecker didn’t see himself as the least bit hateful. Had he not been so personally aloof, he might have explained that he believed he was practicing good science and religion. Perhaps he would have acknowledged that he was influenced by his own heritage.

Walter Plecker was one of the last sons of the Old South. He was born in Augusta County on April 2, 1861. Ten days later, the cannons at Fort Sumter sounded the start of the Civil War. His father, a prosperous merchant and slave owner, left home to fight for the Confederate Army with many of his kin.

Some 60 years later, Plecker would recall his early days in a letter to a magazine editor expressing his abhorrence of interracial breeding. He remembered “being largely under the control” of a “faithful” slave named Delia. When the war ended, she stayed on as a servant. The Pleckers were so fond of her that they let her get married in their house. When Plecker’s mother died in 1915, it was Delia “who closed her eyes,” he wrote.

Then Plecker got to his point. “As much as we held in esteem individual negroes this esteem was not of a character that would tolerate marriage with them, though as we know now to our sorrow much illegitimate mixture has occurred.” Plecker added, “If you desire to do the correct thing for the negro race … inspire (them) with the thought that the birth of mulatto children is a standing disgrace.”

Plecker graduated from Hoover Military Academy in Staunton in 1880. He became a doctor, graduating from the University of Maryland’s medical school in 1885. He moved around western Virginia and the coal fields of Alabama before settling in Hampton in 1892.

Plecker took special interest in delivering babies. He became concerned about the high mortality rate among poor mothers and began keeping records and searching for ways to improve birthing.

Public health was first being recognized as a government concern at the turn of the last century, and Plecker was a pioneer. In 1902, he became health officer for Elizabeth City County (today, Hampton). He recorded details of more than 98 percent of the births and deaths in the county – an amazing feat during a time when most people were born and died at home. When lawmakers established the state Bureau of Vital Statistics in 1912, they asked Plecker to run it.

Plecker’s first 12 years on the job were groundbreaking and marked by goodwill. He educated midwives of all races on modern birthing techniques and cut the 5 percent death rate for black mothers almost in half. He developed an incubator – a combination of a laundry basket, dirt, a thermometer and a kerosene lamp – that anyone could make in an instant. Concerned by a high incidence of syphilitic blindness in black and Indian babies, he distributed silver nitrate to be put in the eyes of newborns.

Plecker was all work. He did not seek friendship. Although married most of his life, he did not have children. He listed his hobbies as “books and birds.”

“He was a man you could sometimes respect and admire, but never love,” said Russell E. Booker Jr., who grew up in Plecker’s neighborhood, delivered his newspaper and worked in the Bureau of Vital Statistics from 1960 to 1994, spending the last 12 years as director. “He was a very rigid man,” Booker added. “I don’t know of anyone who ever saw him smile.”
Plecker was tall, bone-thin, had wavy, white hair that was neatly combed and a trim mustache. He took a bus to work and lunched every day on just an apple.

He was a miserly taskmaster. Plecker scraped glue pots, mixed the gunk with water and sent it back to employees for use. Booker said that, according to office legend, “You didn’t get a new pencil until you turned in your old one, and it better not be longer than an inch and a quarter.”
Plecker never looked before crossing streets. “He just expected the cars to stop for him,” said Booker, who still lives in Richmond. “One time a woman grabbed him just as he was about to be hit, and he laid her out like she’d just touched God.”

Plecker was a devout Presbyterian. He helped establish churches around the state and supported fundamentalist missionaries. Plecker belonged to a conservative Southern branch of the church that believed the Bible was infallible and condone d segregation. Members of Plecker’s branch maintained that God flooded the earth and destroyed Sodom to express his anger at racial interbreeding.

“Let us turn a deaf ear to those who would interpret Christian brotherhood as racial equality,” Plecker wrote in a 1925 essay.

Plecker described himself as a man of science. And at the turn of the 20th century, eugenics was internationally heralded as the thinking man’s science.

The term “eugenics” was coined in 1883 by English scientist Francis Galton, a cousin of Charles Darwin, a year after Darwin’s death. Galton defined it as the science of “race improvement.” It was viewed as a practical application of Darwin’s theories of evolution and natural selection.

The early aim of Galton and his followers was to promote selective marriages to eliminate hereditary disorders. It wasn’t long, however, before they focused on perpetuating a superior class of humans.

As the science swept across the Atlantic, it picked up more ominous tones. Eugenicists began espousing mandatory sterilization of “wicked” and mentally retarded people to eliminate their bloodlines.

All the major colleges, including the University of Virginia, taught the science. It was embraced by such great minds as Alexander Graham Bell, George Bernard Shaw and H.G. Wells. Margaret Sanger won support for legalizing contraception by arguing it would lower the birth rate of undesirables. Winston Churchill unsuccessfully proposed sterilization laws for Great Britain in 1910. As governor of New Jersey, Woodrow Wilson signed that state’s first sterilization law in 1911. The next year, he was elected president. Virginia’s gentry embraced the fad. Eugenics was the perfect way to deal with race and the underclass.

“Virginians thought of themselves as more progressive than their neighbors to the south,” said Gregory M. Dorr, a University of Alabama history professor who is writing a book on eugenics. “There was a feeling that we don’t need to do lynching or the KKK. We’re not savage. We can handle our problems in a rational way.”

The leader of the state movement was John Powell of Richmond, an internationally acclaimed pianist and composer who would work closely with Plecker for more than a quarter of a century. Powell was rich, well-connected and a compelling speaker.

Plecker stayed behind the scenes, supplying Powell with copies of all the major correspondence of his office and drafting racial separation bills for the legislature’s consideration.

Their work paid off in 1924 when the General Assembly passed the Racial Integrity Act and a mandatory sterilization law that would be invoked 8,300 times over the next 55 years.

Although 31 states would pass eugenics laws, none was tougher than Virginia’s.

The Racial Integrity Act essentially narrowed race classifications on birth and marriage certificates to two choices: “white person” or “colored.” The law defined a white as one with no trace of black blood. A white person could have no more than a 1/16th trace of Indian blood – an exception, much to Plecker’s regret, legislators made to appease the descendants of Pocahontas and John Rolfe, who were considered among Virginia’s first families.
The act forbade interracial marriage and lying about race on registration forms. Violators faced felony convictions and a year in prison.

Plecker strongly supported sterilization laws, arguing that feeble-minded whites were prone to mate with Indians and blacks. He had no role in administering the law, however.

The Racial Integrity Act, on the other hand, was his to enforce, and Plecker went about it obsessively. Gov. E. Lee Trinkle, a year after signing the act, asked Plecker to ease up on the Indians and not “embarrass them any more than possible.” Plecker fired back an angry letter.

“I am unable to see how it is working any injustice upon them or humiliation for our office to take a firm stand against their intermarriage with white people, or to the preliminary steps of recognition as Indians with permission to attend white schools and to ride in white coaches,” Plecker wrote.

The governor retreated.

Plecker saw everything in black and white. There were no other races. There was no such thing as a Virginia Indian. The tribes, he said, had become a “mongrel” mixture of black and American Indian blood.

Their existence greatly disturbed Plecker. He was convinced that mulatto offspring would slowly seep into the white race. “Like rats when you’re not watching,” they “have been sneaking in their birth certificates through their own midwives, giving either Indian or white racial classification,” Plecker wrote.

He called them “the breach in the dike.” They had to be stopped.

Many who came into Plecker’s cross hairs were acting with pure intentions. They registered as white or Indian because that’s how their parents identified themselves. Plecker seemed to delight in informing them they were “colored,” citing genealogical records dating back to the early 1800s that he said his office possessed. His tone was cold and final.

In one letter, Plecker informed a Pennsylvania woman that the Virginia man about to become her son-in-law had black blood. “You have to set the thing straight now and we hope your daughter can see the seriousness of the whole matter and dismiss this young man without any more ado,” he wrote.
In another missive, he rejected a Lynchburg woman’s claim that her newborn was white. The father, he told her in a letter, had traces of “negro” blood.

“This is to inform you that this is a mulatto child and you cannot pass it off as white,” he wrote.
“You will have to do something about this matter and see that this child is not allowed to mix with white children. It cannot go to white schools and can never marry a white person in Virginia.

“It is a horrible thing.”

Plecker’s no-nonsense approach made him a celebrity within the eugenics movement, which was increasingly losing support among scientists and becoming a platform for white supremacy. He spoke around the country, was widely published and wrote to every governor in the nation to urge passage of racial laws just as tough as Virginia’s. He dined at the New York home of Harry H. Laughlin, the nation’s leading eugenics advocate and an unabashed Nazi sympathizer.

In 1932, Plecker gave a keynote speech at the Third International Conference on Eugenics in New York. Among those in attendance was Ernst Rudin of Germany who, 11 months later, would help write Hitler’s eugenics law.

In 1935, Plecker wrote to Walter Gross, the director of Germany’s Bureau of Human Betterment and Eugenics. He outlined Virginia’s racial purity laws and asked to be put on a mailing list for bulletins from Gross’ department. Plecker complimented the Third Reich for sterilizing 600 children in Algeria who were born to German women and black men. “I hope this work is complete and not one has been missed,” he wrote. “I sometimes regret that we have not the authority to put some measures in practice in Virginia.”

Plecker wrote to Gross on state stationery. He sold copies of eugenics books in his office. He was occasionally rebuked for turning official publications into diatribes against racial interbreeding and mailing them at government expense. And when the Racial Integrity Act failed to meet his needs, Plecker stretched it.

He pressured superintendents to remove children from white schools based on complaints that they had “negro” features. “As to deciding the point of race, you and the sheriff, and any other intelligent citizen of your community, are as capable of judging from the appearance of the child as the most learned scientist,” Plecker wrote one superintendent. “There is absolutely no blood or other test to determine the question.”

Plecker demanded the removal of bodies from white cemeteries. He tried to evict a set of twins from a Presbyterian orphanage because they were illegitimate and, therefore, the “chances are 10-1 they are of negro blood.”

Plecker maintained that all of his racial designations were based on impeccable records. There was, however, a secret Plecker revealed to only a few trusted allies: A lot of the time he was just guessing.

He acknowledged the sham when a Richmond attorney questioned his authority to change the birth certificate of a woman classified as an Indian before 1924. Plecker quietly admitted he had no such power and rescinded his designation of the woman as “colored.”

Plecker fretted that he would lose his hold on Indians if word of his retreat got out. “In reality I have been doing a good deal of bluffing, knowing all the while that it could never be legally sustained,” he wrote to his cohort, John Powell. “This is the first time that my hand has been absolutely called.”

The setback was temporary, however. The attorney kept quiet. And Plecker began developing his ultimate weapon against the Indians.

In January 1943, he sent a list of common surnames from each of the state’s tribes to local officials where the clans lived. He instructed them that anyone with those names must be classified and treated as “negro.”

Today, the Indians call it Plecker’s hit list. It was the last indignity for many of them, the act that convinced them there was no prospect for happiness in Virginia. It was the reason Lacy Hearl’s relatives pulled out for other states. Why she got married in Maryland, which recognized her heritage. Why her son couldn’t get into a Boy Scout troop.

Hearl’s maiden name – Branham – was on the list. Although Branhams and most other Monacans lived among themselves and attended an Indian school, many of them had light complexions and could move freely. Suddenly, their freedom was gone.

“You had to lie about your name and hope the person at the door didn’t know you,” she said.

Hearl had always loved going to the movies and dances. That stopped. She could no longer get in. “It was the end of my family,” said Hearl, now 74 . “I was lonely. It’s sad that a family has to depart from each other just because of a name.” Other tribes tell similar stories. “The worst thing about Plecker is how he screwed up the community,” said Kenneth Adams, the chief of the Upper Mattaponi. “People just left.”

Indian schools did not go beyond eighth grade. White schools were off-limits. Black schools were not an option for most Indians because attending them would be a concession to Plecker’s racial classifications.

“We were the third race in a two-race state,” said Stephen Adkins, chief of the Chickahominy tribe. “I remember once traveling with my father and we pulled into a gas station because I had to go to the bathroom and there was one bathroom marked 'white’ and one bathroom marked 'colored.’ I said, 'Dad, what do I do?’ ”

After his retirement, Plecker planned to write a book about the decline of the white race. Before he had a chance, he stepped into traffic without looking.

Legend has it that he was hit by a bus. “I know it’s kind of cruel to say this, but I hope the last thing he saw was an Indian driving that bus,” said Sue Elliott, Hearl’s daughter.

The truth is that he was hit by a car driven by Kenneth R. Berrell, whose racial origins have fallen into oblivion. Plecker died in a hospital two hours later. It was 1947.

Plecker’s racial records were largely ignored after 1959, when his handpicked successor retired. Virginia schools were fully integrated in 1963 and, four years later, the state’s ban on interracial marriage was ruled unconstitutional. In 1975, the General Assembly repealed the rest of the Racial Integrity Act.

During the past two decades, Virginia has tried to erase Plecker’s legacy. It has established councils on Indian affairs and has conferred official state recognition on eight tribes, a designation that provides no privileges. But Indian leaders say recognition equals respect.

In 1997, then-Gov. George F. Allen simplified procedures for people to correct inaccurate birth records. Hearl had her race changed from black to Indian.

“I know who I am and I’m proud of it,” she said. The going has been tougher in Washington, where Virginia Indians are trying to join 562 tribes around the country that are federally recognized. The Bush administration, while sensitive to Plecker’s destruction of records, has been unwilling to ease application rules.

Allen, now a U.S. senator, is again championing the Indians’ cause. The Republican has authored legislation that would bypass bureaucratic requirements and allow Congress to federally recognize the tribes. Allen, during a Senate hearing last year, lamented Virginia’s racist past.

“Virginia Indians were not extended the rights offered to other U.S. citizens, and the years of discrimination and coercive policies took a tremendous toll,” he said.

The bill has been approved by a key Senate committee and may come up for a floor vote later this year.

The legislation faces major opposition in the House of Representatives, however, where Rep. Frank Wolf, R-Fairfax County, has raised concern that federal recognition would open the door to Indian-run casinos in Virginia. The tribes, most of them devout Christians, say they oppose gaming. Allen and Gov. Mark R. Warner say there are many safeguards that would prevent casinos from opening in the Old Dominion.

The Virginia tribes are moving decisively. Six have banded together to ask Congress for help. They have brought Plecker’s story to Capitol Hill, hired a lobbyist and meet regularly to plan strategy, which includes deciding whether to participate in the 400th anniversary of the Jamestown settlement in 2007.

Indian leaders say that’s a big change from the days not long ago when all of the tribes went separate ways.

“We have a bond now,” Adkins, the Chickahominy chief, said. “It’s kind of ironic, but Plecker has made us stronger.”

THE JIM CROW SOUTH AND NATIVE AMERICAN INDIANS



Jim Crow laws were a set of oppressive racist laws that reclassified Native American Indians into the category of Colored. Jim Crow reached their greatest influence during the decades of 1910, 1920, and 1930.



Among them were hypodescent laws, defining as black anyone with SUSPECTED black ancestry, or even those with a very small portion of black ancestry, or even none at all. Tennessee adopted such a "one-drop" statute in 1910, Louisiana soon followed. Then Texas and Arkansas in 1911, Mississippi in 1917, North Carolina in 1923. Fact: the State of North Carolina vital records began using the one drop rule law in labeling Indians Colored BEFORE Walter Plecker initiated it in Virginia.



Birth records were also "DELAYED" in states enforcing the deceptive one drop rule, they were filed by states late to make these oppressive racial changes from Indian to colored. Both of my parents have delayed birth certificates with North Carolina vital records. My Dad's in 1938 and my Mother's in 1939, and both have Colored listed on their birth certificates even though both of my birth parents are Native American Indian by blood and are known to be so in the communities their parents are from within Greene, Pitt, and Lenoir Counties in North Carolina. ALL OF THESE AREAS ARE KNOWN TUSCARORA ORIGINAL TERRITORIES.



The Virginia law which allowed for delayed birth registration declared its own purpose differently; its formal title was “An Act to Preserve Racial Integrity,”and it went into effect in 1924, this also occurred in (North Carolina as well as in other states), Virginia began the one drop rule in 1924, Alabama and Georgia in 1927, and Oklahoma in 1931. During this same period, Florida, Indiana, Kentucky, Maryland, Missouri, Nebraska, North Dakota, and Utah retained their old "blood fraction" statutes de jure, but amended these fractions (one-sixteenth, one-thirty-second) to be equivalent to one-drop de facto. The one drop rule was overturned in 1967 by the U.S. Supreme Court, the one drop rule is illegal.



But before this time many Native American Indians were not allowed by law to claim a legal status as Indian due to white vital records officials and census takers enforcing the one drop rule and through government record suppression of Native blood ancestry on official documents to hide our actual numbers. Any Indian born before 1967 who wasn't living on a government regulated Indian reservation, or in a community with a massive Indian population was forcefully listed as Colored by vital records offices. Some Tuscarora stayed in Pitt, Greene, and Lenoir Counties like my family did and others lived in areas like Maxton, Red Springs, Pembroke, and the surrounding areas. One thing is for certain our Indian population never dwindled in North Carolina we multiplied no matter where we were in this state.



Note: Walter Plecker began his Paper Genocide movement one year AFTER the State of North Carolina began implementing the OPPRESSIVE practice. Plecker however gained media attention for his acts of Paper Genocide within Virginia's Vital Records office.



FACT: North Carolina counties located in known Tuscarora territories have, and still do, change or tamper with the race data submitted by Indian mothers recorded at births, these records are then sent to North Carolina's Vital Records as acts of Paper Genocide approved by the state as recent as 1995 and 2002 with my own children being victims of North Carolina's hate against my people. I have three children my son was born in Brooklyn NY in 1990 and has American Indian on his hospital birth records and I am listed as his Indian mother on his record. When I gave birth my two daughters in 1995 and 2002 in Kinston North Carolina the state in an act of paper genocide changed their race to Black with illegal records tampering since I never put anything on those birth records but American Indian.



I complained to the state of North Carolina but they oppressively kept those racist vital record errors on there which is an act of blatant racism against a blood Indian, and her children who were both born in Lenoir county North Carolina in 1995 and 2002.



The State of North Carolina tells the lie that all Tuscarora went to NY and Canada after the war of 1715. Yet as blood Indians we are still here in North Carolina in great numbers, possibly in the 100's of thousands by now in North Carolina alone since this is not even counting those who moved out of state and those who are part of state recognized Indian tribes that the state of North Carolina gave recognition to not to help them, but to control and make sure Tuscarora numbers are kept suppressed in order to interfere with Tuscarora in North Carolina getting FEDERAL recognition in our original territory since the MAJORITY of Tuscarora are in North Carolina... not NY and Canada.



North Carolina does not have our best interest in mind they want us to be silent as Tuscarora because we are an original people, a tribe that easily qualifies for federal recognition because we have lived in our original territory at one time or another the government had not right to just give recognition to those 200 or so that left North Carolina and just shove thousands of Tuscarora still here at that tiime under a rug hiding our blood woth paper genocide. Those that remained multipled to massive numbers in the 10's of thousands.

I have lived in Lenoir county in the past and have two children that were born in Lenior ocunty in 1995 and 2002 so we including my son have lived in our original territory as early as the 90's and as late as 2003, I had moved to Lenior county NC from NY in the early 1990's. It is factual the state only seeks to do us harm as a people with their continued crimes against humanity and deprivation of our human rights as a people. Anyone can see how horrible the state of North Carolina treats us Tuscarora who do not take on any other concocted names North Carolina invents for our people.

We are not a manufactured Indian tribe we are an original tribe that has a known original Native language and an original culture right here in North Carolina. OUR roots are deep in this land.



FACT: Out of 8,000 Tuscarora who were known in North Carolina in the 1700's only 200 Tuscarora went up north to the reservation set up by the U.S. government. Most of our people remained in North Carolina. ITS COMMON SENSE, DO THE MATH WE INDIANS ARE STILL HERE! WE ARE NOT BLACK, WHITE, OR LATINO! Approximately 7,800 Tuscarora have remained in North Carolina after the war of 1715 in areas like Snow Hill, and other areas of Greene County, Pitt County including Contentnea, and Lenior County. Others remained in Robeson County, Maxton, Red Springs, Pembroke, and other areas our people are known to be from in North Carolina. Tuscarora remained in North Carolina and had Indian families for generations before and after the war ended in 1715!!! Our Tuscarora numbers are now way higher than 8,000 Tuscarora Indians by Blood that are in North Carolina alone,

and this is not counting Tuscarora who moved away from North Carolina to other states but can trace Tuscarora Indian Ancestry right back home to North Carolina.

FACT: THE HALIWA-SAPONI DESCEND FROM TUSCARORA. HALIWA IS A COMBINING OF THE WORDS HALIFAX AND WARREN COUNTIES. FACT: ROBESON COUNTY COMMUNITY LEADER D. F. LOWRY TESTIFIED THAT THE LUMBEE WERE DESCENDED FROM "AN ADMIXTURE OF SEVEN DIFFERENT TRIBES, INCLUDING THE TUSCARORA. THE NAME "LUMBER" IS DRAWN FROM THE PRINCIPAL WATERWAY TRAVERSING ROBESON COUNTY, THE LUMBER RIVER, AND WAS CHOSEN IN A TRIBAL REFERENDUM. "EVEN THEIR NAME IS HARD TO FIX. IN 1885, THE NORTH CAROLINA LEGISLATURE RECOGNIZED THE TRIBE AND NAMED THEM CROATAN INDIANS. THE TUSCARORA NAME IS NOT A NAME CONCOCTED BY A STATE OUR NAME IS ANCIENT GIVEN BY OUR CREATOR AND CANNOT BE REMOVED BY THE EUROPEAN GOVERMENT OF NORTH CAROLINA AND THOSE WHO SOLD OUT TO HELP CONTINUE THEIR DECEIT AND DIVISION AMONG TUSCARORA DESCENDANTS. 1956 Lumbee Act An Act Relating to the Lumbee Indians of North Carolina Whereas many Indians now living in Robeson and adjoining counties are descendants of that once large and prosperous tribe which occupied the lands along the Lumbee River at the time of the earliest white settlements in that section; and Whereas at the time of their contacts with the colonists, these Indians were a well-established and distinctive people living in European-type houses in settled towns and communities, owning slaves and livestock, tilling the soil, and practicing many of the arts and crafts of European civilization; and Whereas by reason of tribal legend, coupled with a distinctive appearance and manner of speech and the frequent recurrence among them of family names such as Oxendine, Locklear, Chavis, Drinkwater, Bullard, Lowery, Sampson and others, also found on the roster of the earliest English settlements, these Indians may, with considerable show of reason, trace their origin to an admixture of colonial blood with certain coastal tribes of Indians; and Whereas these people are naturally and understandably proud of their heritage, and desirous of establishing their social status and preserving their racial history: Now, therefore, Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, that the Indians now residing in Robeson and adjoining counties of North Carolina, originally found by the first white settlers on the Lumber River in Robeson County, and claiming joint descent from remnants of early American colonists and certain tribes of Indians Originally inhabiting the coastal regions of North Carolina, shall, from and after the ratification of this Act, be known and designated as Lumbee Indians of North Carolina and shall continue to enjoy all rights, privileges, and immunities enjoyed by them as citizens of the State of North Carolina and of the United States as they enjoyed before the enactment of this Act, and shall continue to be subject to all the obligations and duties of such citizens under the laws of the State of North Carolina and the United States. Nothing in this Act shall make such Indians eligible for any services performed by the United States for Indians because of their status as Indians, and none of the statutes of the United States which affect Indians because of their status as Indians shall be applicable to the Lumbee Indians. June 7, 1956.



THE FEDERAL GOVERNMENT CANNOT RECOGNIZE THE SAME TRIBE UNDER A WHOLE DIFFERENT NAME, THEY KNOW LUMBEE ARE TUSCARORA.

IT WOULD BE ILLEGAL TO RECOGNIZE TUSCARORA UNDER TWO DIFFERENT NAMES WITH THE SAME BLOODLINES.



ALL THEY CAN DO IS SET BRANCHES IN DIFFRENT LOCATIONS BUT NOT NEW NAMES LIKE HOW THE CHEROKEE HAVE AN EASTERN BAND IN NORTH CAROLINA, AND BAND IN OKLAHOMA, BUT ARE STILL CHEROKEE.



EVEN THOSE OF US WHO CALL OURSELVES TUSCARORA ALREADY HAVE RIGHTS BUT THE GOVERNMENT OF NORTH CAROLINA VIOLATES THOSE RIGHTS WITH PAPER GENOCIDE BY HIDING OUR BLOOD WITH RACE RECLASSIFICIATION OR ILLEGALLY CHANGING OUR TRIBAL NAME ALTOGETHER.



A TRIBE CAN HAVE BRANCHES AND OUR BRANCH REMAINED IN NORTH CAROLINA. THOSE WHO WENT TO NY AND CANADA DID NOT STOP BEING TUSCARORA BECAUSE THEY LEFT NORTH CAROLINA NO MORE THAN THOSE WHO STAYED AND THEIR DECENDANTS DID NOT LOSE THE BLOODLINE JUST BECAUSE WE STAYED IN NORTH CAROLINA. NO ONE HAS MORE AUTHORITY THAN GOD WHO MADE US AS TUSCARORA PEOPLE. WHERE YOU LIVE ARE DOES NOT MAKE YOU TUSCARORA, YOUR BLOOD HERITAGE MAKES YOU TUSCARORA.



IT'S NOT THE EVERYDAY PEOPLE WITHIN THESE STATE TRIBES FAULT THAT THEIR ANCESTORS CHOSE TO GO THIS ROUTE UNDER NORTH CAROLINA'S DECEITFUL INFLUENCE.



IT'S NOT THE AVERAGE TRIBAL MEMBERS FAULT THAT PREVIOUS AND EVEN CURRENT TRIBAL LEADERS ARE MORE CONCERNED ABOUT THEIR OWN POCKETS AND BEING CALLED INDIANS ON NORTH CAROLINA PAPERS THAN BEING CALLED INDIANS UNDER FEDERAL LAW AND UNDER THE RIGHTFUL NAME OF TUSCARORA WHICH WAS RECOGNIZED BY A US PRESIDENT UNDER LAW.

THE STATE GOES SO FAR AS TO DO PHYSICAL HARM, MALICIOUS PROSECUTION, LIMITS SOCIAL SERVICES, AND ATTEMPT OTHER EVIL TACTICS BUT, DON'T BE AFRAID OF THEM. DON'T PRETEND AS IF RACISM IS NOT A SEVERE PROBLEM IN AMERICA, ESPECIALLY IN THE SOUTHERN U.S. - NORTH CAROLINA IS A CESSPOOL OF HOMEGROWN RACISM


People of Color: any person who is of non White European ethnicity. This does Include Native American Indians. Just because you or people you know haven't personally experienced hate and racism it doesn't mean it is not occuring and harming people and their rights, including human rights.

North Carolina has a severe racism problem and it has existed since white Europeans first came to this part of the Americas and settled the eastern shores of what we now call the SOUTHERN US. Southern pride wrapped in the confederate flag is rampant in North Carolina. You can see it mostly anywhere. You can drive down I-40 in Burke County NC and see a racist mega sized confederate flag flying over the highway even if you are miles back from it.

That flag like others is on private property but it is offensive to many who see it because it stands for oppression and hate, not just hate of Black people but hate of anyone not White. Is this flag really free speech? or freedom to display white racism; the latter is true in fact but those White Europeans who have no problem being racist and flaunting their southern pride in a confederate flag attempt to hide their racist intent behind that flag only disgusts those with common sense eough to knows that flag factually stands for discrimination, oppression, hate, rape, death, slavery, land theft, and many other evils brought to this land by those who had hearts as dark as the depths of hades.

I have no problem with people having self-respect and a love for the ancestors that they come from, no one can choose what family or race they are born into BUT the fact remains people can choose how they reflect it on others. I have seen white Europeans in North Carolina use their self-imposed white privilege to take and take and take and oppress every minority group in North Carolina be they Native American Indians, Middle Easterners, Hispanics, Black persons, Asians or any other non white group that is trying to make a life for themselves in this state.

The sad truth is the White European who has hate in their heart and always tried to justify it whether consciously or even subconsciously and then use their white power to oppress everyone else. These like minded white persons don't want to acknowledge that they have to pay the piper for it one day soon, it is just the way things work with cause and effect since every action has consequences. Black people said they want reparations for slavery due to the actual documented whites who did own slaves, and the ONLY reason the white government will never give it is because of a deeper issue in the reparations owed to Native American Indians for the harm done to Indians especially those the federal government sweep under the rug like Tuscarora in North Carolina and any other Indian group left out of federal funding for the atrocities done over centuries that took many resources Natives used to survive on this land with.

THAT subject of reparations is definitely a HUGE hornets nest they don't want to disturb, so with that they just oppress even more to try to shut up those who speak out about what they the white European has done and unfortunately many still do to Native American Indians. The Truth in this fact can't be stopped. Everything about it is coming out, they can't hide it forever. No one can do all that damage to a people and not have it come back around to them worse than the damage done. Fact: Trump did absolutely nothing to stop the "send her back" shouts from white racists in the audience at ECU (East Carolina University) in Greenville NC, and it is also a fact other racist whites in North Carolina totally agree with those at ECU who showed their racism with that dark hate in their hearts. Lets be real its almost 2020 and a white female called a Black woman the N word just because the woman who was a paying customer said her money os just as green as the white female. This is how bad it is in North Carolina.

Things are much worse not better, racist whites for decades just managed to hide their hate until they felt Trump gave them the reason to let all that hate out in public. North Carolina has sealed its fate because the racist white people of this state time after time went out of their way to oppress and discriminate against the citizens of color of this state. These white people are even in the work place, government, schools, doctor offices, etc. They abuse and use their jobs positions to oppress non whites and no good will come of it. Nothing but failure and bad times are ahead for the state of North Carolina, there is just no place for it to all go but down hill for those whites who have proudly lived off of the backs and sweat of every people of color in this state since it was founded.

Pride ALWAYS come before a fall. Especially pride that interferes with the civil and human rights of others. The North Carolina racist whites who held back people of color through their racism, oppression, and hate literally sealed their own fate by doing so. They may no longer clothed in white blankets doing cross burnings, or openly practicing murderous genocide of Indians and other people of color of this state BUT their racist acts are still being done in the abuses of the NC justice system, within medical and law professions, they still white wash history in public schools, they disriminate with their hiring tactics, and let us not forget the careless heartless chants of white racists who support an obviously racist president Donald Trump with their shouts of "send her back".

They speak of manifest destiny, they can't bring God into their ancestors evil choice to invade and rape a land and people. Personal greed and hate have NOTHING to do with God so that excuse is null and void. Manifest destiny is a doctrine of the wicked minded whites who made up a doctrine of excuses for their inhuman vile acts. These racist white people literally have no business or right telling any people of color to go back to where their ancestors come from. Ironically, these same whites are not willing to make that same trip back to the homeland of their own white ancestors. Not one white person has a right to tell any person of color to go back to where they came from since they never earned that right because the first white Europeans who came to this land came here without any invitation from any ancestors of any Native tribe that was here way before the white European ever showed up on our shores. Their white racist, white powered hate, is proudly worn on them like their second skin and their white powered hate has become their fixed culture; a culture of hate, oppression, and continued greed.

Note: Any person of color who fought for the confederacy including Indians did it out of fear of their families being slaughtered by these whites, or being killed themselves, basically they were forced to fight that war. No one tells that real part of history because it does not fit the narrative of the ones who rewrote the history of the Americas that only benefited the people who invaded this landscape out of tresspass, greed, and hate for those not like them.

I know what discrimination and hate feels like coming from these kinds of white persons. I have experienced it more times than you know. I have lived in many parts of North Carolina from eastern NC to the Mountains of NC to the Piedmont and its literally the same everywhere unless you live in an area with a very high minority population that is more than the white population of that place. Those whites who are racist know where they can get away with it, and where they can't. Those hiding the racism and oppression issue and pretending it doesn't exist are the problem, and not the solution. For those whites actually calling out the racist whites and stopping their oppressive acts, good for you, at least you are doing something to not be part of the problem. Its time to stop being blissfully ignorant of white racism, because its real.
