They have political power, ears in the police and avoid direct confrontation. Exploit the favelas with cable tv, kitchen gas and other things with huge prices, as well as getting money from local businesses for 'security', some businesses also working with money laundry and renting from specific condos that were meant to be for poor people, in a similar fashion to Mafia biz.
The girl i sent you a year ago hooked up with a guy as well from the milicia, and now she is even a public employee also on Nova Iguaçu/Nilópolis, also where Joyce resides. These milicia guys are always backed up by politicians, which also cover them up, and hire them on bunches for their public offices, feeding off the state in a loop.... So... yeah... Makes sense
and it makes even more sense when you think that their current business could be a mondey-laundering scheme
