Russia may run out of money in 2024, says oligarch


LONDON(CNN)-- Russia could find itself with no money as soon as next year and needs foreign investment, outspoken Russian oligarch Oleg Deripaska has said.

“There will be no money already next year, we need foreign investors,” he said at an economic conference in Siberia Thursday, according to comments reported by TASS, a Russian state-owned news agency.

The remarks from the billionaire — who called for an end to Moscow’s war in Ukraine in the early days of the conflict last year — contrast with a more upbeat assessment of Russia’s economic fortunes by President Vladimir Putin last week. Putin praised the resilience of the country’s economy in the face of unprecedented Western sanctions imposed in the past year.

Russia’s economic output shrank 2.1% last year, according to a preliminary estimate from the government. The contraction was more limited than many economists initially predicted.

But cracks are starting to show — Russia is cutting oil production this month — and Western sanctions could escalate further. Ultimately, Russia’s economic prospects are contingent on what happens in Ukraine.

Foreign investors, especially from “friendly” countries, also have a big role to play, Deripaska said. Whether they will come depends on whether Russia can create the right conditions and make its markets attractive, he was quoted as saying.

In a bid to starve Russia of funds for its aggression, Western countries have announced more than 11,300 sanctions since the February 2022 invasion, and frozen some $300 billion of Russia’s foreign reserves.

But China has thrown the Kremlin an economic lifeline by buying Russian energy, replacing Western suppliers of machinery and base metals among other products, and providing an alternative to the US dollar.

Still, Moscow has a steep hill to climb to replace revenues lost as a result of sanctions, not least from exports. Data released Friday showed that the European Union’s imports from Russia fell by 51% in value between February and December last year. The bloc was one of the main trading partners for Russia before the invasion of Ukraine, with 38% of Russia’s exports going to the European Union in 2020.

The Russian government’s revenue plunged 35% in January compared with a year ago, while expenditures jumped 59%, leading to a budget deficit of about 1,761 billion rubles ($23.3 billion).

Russia deploying more 60 year old tanks in Ukraine

According to the latest update British intelligence update, the Russian military has begun deploying BTR-50 armored personnel carriers, which were first introduced in 1954, in Ukraine.

This move comes as Russia continues to experience substantial losses in its armored vehicle fleet.

Additionally, the Ministry of Defence has noted that Russia persists in deploying T-62 main battle tanks, which have been in service for over six decades.

“The Russian military has continued to respond to heavy armoured vehicle losses by deploying 60-year-old T-62 main battle tanks (MBT). There is a realistic possibility that even units of the 1st Guards Tank Army (1 GTA), supposedly Russia’s premier tank force, will be re-equipped with T-62s to make up for previous losses.

1 GTA had previously been due to receive the next-generation T-14 Armata MBT from 2021.

In recent days, Russian BTR-50 armoured personnel carriers, first fielded in 1954, have also been identified deployed in Ukraine for the first time. Since summer 2022, approximately 800 T-62s have been taken from storage and some have received upgraded sighting systems which will highly likely improve their effectiveness at night.

However, both these vintage vehicle types will present many vulnerabilities on the modern battlefield, including the absence of modern explosive reactive armour.”

Russia Threatens to Blow Up ICC With Hypersonic Missile

Former Russian President Dmitry Medvedev issued an ominous warning on Monday, suggesting that Russia could strike the International Criminal Court (ICC) with a hypersonic missile in response to its decision to issue an arrest warrant for President Vladimir Putin.

Attempts to try Putin in the ICC would have "monstrous" consequences for international law, Medvedev, deputy head of the Security Council of the Russian Federation, said in a statement on his Telegram channel.

The ICC, which is based in The Hague in the Netherlands, concluded on Friday that the Russian leader had committed war crimes in his full-scale invasion of Ukraine, which started almost 13 months ago, citing the unlawful deportation of Ukrainian children. It marked the first time that an arrest warrant has been issued against the leader of one of the five permanent members of the U.N. Security Council.

"The ICC judges got excited in vain. Look, they say, we are brave, and we raised a hand against the largest nuclear power without c******* ourselves," wrote Medvedev.
"Alas, gentlemen, everyone walks under God and rockets. It is quite possible to imagine the targeted use of a hypersonic 'Onyx' from the North Sea from a Russian ship at the Hague courthouse," he went on, referring to a naval cruise missile.

"And the court is just a miserable international organization, not the population of a NATO country. That's why they won't start a war. They will be afraid. And no one will feel sorry for them. So, judges of the court, look carefully into the sky…," Medvedev added.

When contacted by Newsweek, the ICC said: "The Court does not comment on alleged political statements."

The ICC's chief prosecutor, Karim Khan, announced on March 2, 2022, that his office would be looking into possible war crimes committed by Russia in Ukraine, after nearly 40 ICC member states put in a request for an investigation.

Officials and world leaders had been calling for Putin to be held accountable amid an increasing civilian death toll in Ukraine, just days after the Russian leader launched his full-scale invasion of the neighboring country.

On Friday, Khan announced that his office had identified the deportation of "at least hundreds of children taken from orphanages and children's care homes."

Given that Moscow does not recognize the ICC's jurisdiction or extradite its nationals, it is highly unlikely that the Russian president will face trial at the ICC.

The issuance of the warrant means that the 123 member states of the ICC are obliged, if they have such an opportunity, and if the person against whom the decision was made is on their territory, to arrest the individual concerned and transfer them to the ICC in The Hague.

It is uncertain how many children have been taken forcibly to Russia. However, in February, a report from the Yale Humanitarian Research Lab alleged that in the past year at least 6,000 children from Ukraine had been sent to Russian "re-education" camps.
