Yes, I always found that strangely odd. How the fuck can you have Howard/Montgomery/Loudon & Fairfax all within an hour which are all in the top 50 richest counties in America (Montgomery is actually the richest on a population per capita income basis - higher than NYC or L.A.!) and then you have Baltimore which looks like a fucking shithole.

DC (and it's suburbs) is a federal town. Many of the top employers have one thing in common. Their number one customer is the Federal government. You've got a ton of people in those richest counties that either:

A)Work for the Federal Government
B)Work for companies who do business with the Federal Government
C)Work for companies who provide goods/services to companies that do business with the Federal Government
D)Work for companies who provide goods/services to the employees of the Federal Government or employees of government contractors.

DC runs on government money. Go to Baltimore and ask around. You'll find that very few people will be employed by the Federal Government or a Government Contractor. Baltimore was a city of industry (steel, manufacturing, ship building, shipping, etc). Being a city that is still in the industrial age, in this information age doesn't work very well. Ask Detroit!
