An aspiring rapper was shot and killed Tuesday night just feet away from the Bronx housing development he used as a backdrop for his music video, police said.
Melvin Batties, 34, was shot once in the neck in the courtyard of the Sedgwick Houses on W. 174th St. near Popham Ave. in Morris Heights just before 7:10 p.m., cops said.
Batties was rushed to St. Barnabas Hospital, where he died.
“He didn't make it. He was a good person. He was loved by everyone,” said his sobbing sister, Nikki Fuller, 37.
“He was a great brother and a great father. He leaves behind three kids, two of them twins.”
Batties, who rapped under the name Phanelli Deblasio, died at the spot where he performed during a neighborhood festival last summer, said Jada Johnson, 18.
Batties, 34, was shot just before 7:10 p.m., outside one of the buildings in the Sedgwick Houses on W. 174th St. near Popham Ave. in Morris Heights.

“He was on his way. There are videos of him performing on Sedgwick Day in the courtyard,” she said. “He was a good dude.”
