A high-ranking NYPD chief found himself entangled in a case of he said/she-said Thursday when a former colleague accused him of sleeping with her and other subordinates — and having a fetish for married, pregnant women.

Jeffrey Maddrey, head of the NYPD’s Patrol Borough Brooklyn North, was the subject of a fiendish Facebook rant accusing the married cop of inappropriate relations with other cops.

“Somebody needs to stop chasing pregnant married girls around the department,” former cop Tabatha Foster wrote on Facebook. “What is wrong with this guy?”

“Jeffrey loves pregnant girls,” she wrote in another post.

In yet another missive, she alleged her own romps with Maddrey.

“I appreciate you allowing me to sit on your face,” she writes in a picture in which she poses with him while she’s wearing a Santa hat. “That’s all it’s good for.”

Foster, who recently retired from the NYPD after suffering a stroke in 2013, has been pursuing a music career, according to her social media posts. Many of the posts are filled with provocative photos and videos of herself, including a picture of herself with Police Commissioner Bill Bratton.

A source who knows both Foster, 40, and Maddrey, 45, said they had a “close, personal friendship,” and the NYPD chief was the victim of harassment.

“All he ever did was try to be nice to her when she was down and out,” the source said. Maddrey, who worked with Foster in the 75th Precinct before her stroke, brought her sneakers in the hospital to help with her physical therapy.

The married father of three also gave presents to the divorced Foster’s three kids, the source said.

But Foster, who could not be reached for comment, said Maddrey was relentless in his pursuit of sex.

“When I was in the hospital. This fool had the audacity to come for A-- while I had iv in my arm,” she posted. “He is so greedy for A--. I had to literally get out my hospital bed and go into bathroom to (give) this greedy a-- man some a--.”

Foster also hints at a larger problem with Maddrey.

“Somebody got my ex-husband fired and f----- up my child support,” she wrote.

The source said all of Foster’s raunchy Facebook posts were false, as was her assertion that Maddrey had a thing for pregnant, married women.

“She’s been stalking and harassing him for about two years. She would send him naked pictures of herself and beg him to have sex. She would try to talk to him every day and ask him for his help,” the source said.

Foster even stalked him at 1 Police Plaza and sometimes sat outside his home, the source said.

“She became too clingy; she is just promoting lies to harass people,” the source said.

Texts the source provided to the Daily News show Foster flying into a rage when he didn’t have time to see her.

“It’s about to be a war,” she texted three times within two hours on Jan. 31.

When Maddrey stopped taking her phone calls, she bought burner phones to hide her number so he would pick up, the source said. She also hit him up for $400 and wanted him to throw a party for her, the source added.

The texts also show Foster flying into a fit of rage when Maddrey wouldn't respond to her calls and texts.
“I’m at your house. Where the f--- are you?” she texted on April 2. “You getting me furious.”

A few minutes later Foster added, “I love you with all my heart, but you really causing problems. I bout to go public.”

On May 2, Foster seemed to reach a tipping point, texts show.

“I will kill your a--,” she wrote. “You be dead. Cause that’s what I’m thinking right now.”

A fed-up Maddrey told her to go ahead and report him to the NYPD’s Internal Affairs Bureau.

Maddrey met with investigators Thursday, and remains on full duty, the source said.

“The Internal Affairs Bureau is reviewing those allegations,” said NYPD Sgt. Brendan Ryan.

At first, Officer Tabatha Foster loved the feel of her NYPD boss’ hands. And then he landed his first punch.

Foster, after filing a $100 million notice of claim Wednesday against the city, recounted her rocky seven-year romance with insatiable NYPD Chief Jeffrey Maddrey — complete with precinct hookups, a rendezvous in his police car and a Queens park beatdown.

“I felt safe until he started hitting me,” Foster told the Daily News.

Maddrey secretly recorded their sexual trysts on his phone — and even had sex with subordinate Foster in a posh Trump SoHo suite as his pal, actor Omar Epps, slept nearby, court papers charged.

The high-ranking cop couldn’t be reached Wednesday, but a source close to him said the aspiring singer’s claims are all lies.

“Clearly this woman has problems,” the source said. “She’s just trying to sell her story. She wants to be the next Beyoncé, and she is going to drag the chief’s name through the mud to do it. It’s wrong.”

Roy Richter, president of the Captains Endowment Association, said Maddrey plans to countersue.

“The chief has years of records that document unwelcome contact from this woman,” Richter said. “He is currently pursuing legal recourse to bring this harassment to an end.”

Foster, sources said, texted Maddrey naked photos of herself, begged for sex and threatened him.

“It’s about to be a war,” she texted him Jan. 31.

The court filing charged Maddrey, the married father of three daughters, with beating Foster in Tudor Park until she finally pulled a gun during the alleged December assault.

“I was so mad, I actually pulled my gun on him and literally had him at gunpoint,” she told The News. “He said, ‘Don’t shoot! Put the gun down!’

When a marked police car arrived at the Ozone Park green space, Maddrey simply ordered the arriving officers to leave, according to Foster.

“I still kept seeing him after that, like an idiot,” Foster told The News.

Her lawyer referred to Maddrey’s escape from prosecution as “white-shirt immunity.”

The chief “used his position of power and authority as a high-ranking member of the NYPD and her direct supervisor to exploit her for his sexual gratification,” the notice of claim charged.

A spokesman for the city Law Department said the claim will be reviewed.

The chief allegedly tried to get Foster, 40, to join him in sexual hijinks with other female cops. Foster, in Facebook and text messages earlier this month, charged Maddrey had a very specific fetish: He liked on-duty, married, pregnant women.

Foster recalled how she first had sex with Maddrey in his office at the 75th Precinct stationhouse when she was pregnant with her fourth child, she said.

“I can describe his body parts,” she told The News.

He initially gave Foster comfort as her marriage crumbled. She called him Turtle, because he liked to do things slowly. And he called the hyperactive Foster his “Thug Bunny.”

“He was there for me with sex on his mind,” recalled Foster. “I went from one bad situation with my ex-husband to a worse situation unexpectedly.”

Foster, due to a history of childhood sex abuse that left her with posttraumatic stress disorder, found herself unable to say no to her boss, the papers charge.

“Under no circumstances could anyone construe this relationship as consensual,” said her lawyer, Eric Sanders. “He took advantage of her like a predator who preys on a person’s weaknesses.”

A source close to Maddrey said the chief took her to the Trump SoHo hotel, but that Epps wasn’t in the room at all that night. The source said Maddrey and Epps are “almost like brothers,” and that he was upset that Foster had dragged the actor into the mess.

A representative for Epps could not be reached for comment.

The source added that Foster had been harassing Maddrey for years, and was upset that he had spurned her advances.

Foster later provided a laundry list of places where the pair got busy: The 75th Precinct stationhouse, Maddrey’s NYPD vehicle, the Surfside Motel in Howard Beach, the Foxwoods Casino in Connecticut, the Trump SoHo and other unidentified “lodging locations.”

Maddrey provided her with official as well as sexual favors, getting her work shift changed from midnights to a day tour — and assigning an NYPD radio car to deliver divorce papers for her.

The plaintiff said she was sexually abused from ages 2 to 7 by a male relative who masturbated onto her body, and was raped by a second male relative in the late 1990s.

“As a result of these and other childhood traumas . . . throughout her life (she) has been unable to ‘consent’ to meaningful lasting personal relationships,” the notice of claim said.

Foster met her husband while both were working in the 75th Precinct, where Maddrey arrived in 2009 as the commanding officer. Their romance blossomed after their initial sexual encounter, where she recalled Maddrey lifting her maternity dress before they made love.

But Maddrey was soon suggesting a threesome with another woman, and showing his homemade sex tapes with Foster to other people, according to the court document.

Foster retired from the NYPD on Aug. 30, 2015, after suffering a stroke. Maddrey remains on full active duty, although Foster said she wants people to know the truth about the 45-year-old.

“He’s trying to get it out there that I’m crazy,” she said.

A former cop who claims her supervisor abused her and forced her into an unwanted sexual relationship is suing the NYPD and her old boss for $100 million, according to a lawsuit filed Tuesday.

Aspiring singer and retired cop Tabatha Foster, 40, who went public with her story in a series of raunchy social media posts earlier this year, is accusing Assistant Chief Jeffrey Maddrey of forcing her into an

“inappropriate ‘supervisor-subordinate relationship’ for his own sexual gratification,” according to the lawsuit filed in Brooklyn Federal Court.

Foster says Maddrey, a 45-year-old married father of three daughters and the commanding officer of Patrol Borough Brooklyn North, secretly filmed their trysts and was sleeping with several other cops during their seven year affair.

Retired NYPD cop will tell investigators of internal affair

Foster says that Maddrey preyed on her while she was enduring a divorce and he “used knowledge of her martial problems and the traumas she suffered as a child including the sexual abuse pretending to be her savior,” the lawsuit claims.

The pair engaged in trysts while they were on the clock, in Maddrey’s office, and even in a hospital while Foster was recovering from a stroke, the suit claims.

Foster is seeking the massive compensation from the city for the “emotional and physical damages” inflicted by Maddrey during their nightmarish seven year affair, including a beating in a Queens park.

The high-ranking cop beat and choked Foster during a meet up at Tudor Park last year, according to the lawsuit.

Foster publicly called out Maddrey on Facebook, exposing their alleged affair.

“Somebody needs to stop chasing pregnant married girls around the department,” Foster wrote. “What is wrong with this guy?”

Sources close to Maddrey told The News at the time that the chief was the victim of harassment from a woman whose sexual overtures he spurned.

An Internal Affairs Bureau investigation was opened following the social media meltdown. It is unclear if Maddrey was ever disciplined.

The lawsuit claims that NYPD Commissioner James O’Neill and former top cop Bill Bratton are “fully aware sexual harassment is a very serious problem.” The pair embolden misconduct by NYPD brass, a practice called “white-shirt immunity” in the lawsuit. The NYPD declined to comment on the lawsuit.

A spokesman for the city law department said that city lawyers have not yet seen the complaint.

Foster threatened to kill him, his wife and children, and to “shoot up a party” the chief planned to attend without her, according to the countersuit.

“Foster held in her hands a loaded weapon while in the presence of (Maddrey) and threatened to kill him and went on to physically assault him without provocation,” the suit says.

In Facebook rants, she chronicled her torrid trysts with Maddrey and accused him of having a fetish for pregnant married women.

“Somebody needs to stop chasing pregnant married girls around the department,” Foster wrote in one post. “What is wrong with this guy?”

Maddrey’s lawyer Lambros Lambrou said Foster has a vendetta against his client.

In her suit, Foster’s lawyer Eric Sanders said Maddrey never faced prosecution because of his high rank and “white-shirt immunity,” referring to the uniforms chiefs wear.

Maddrey’s defenders said that the chief documented months of unwanted contact with Foster, who texted him naked photos of herself, begged for sex and threatened him.

An NYPD spokesman declined to comment on the docked vacation days, citing a state civil rights law that allows police agencies to withhold personnel records and disciplinary findings from the public.
